Dear linuxptp users and developers,

It has been almost four months since the last release, and a number of
important fixes and features have appeared. So before summer vacation,
I pushed out a v1.3 tag and released a tar ball on SF.

Many thanks to the contributors, Andy, Dale, Delio, Geoff, Jacob, Jiri
Benc, Jiri Bohac, Ken, Libor, and Miroslav.
